About this opportunity
The U.S. Department of Justice Bureau of Prisons Federal Prison Camp (FPC) in Alderson, West Virginia is seeking to procure various subsistence items for its facility through a Request for Quote (RFQ) issued on February 28, 2025. The solicitation is for commercial food items detailed in the National Menu Specifications Quote Sheet, which includes meat, produce, bread, and other food service products. Quotes must be submitted electronically in PDF format to Ashley Tabor by 8:00 am Eastern Daylight Time on March 10, 2025, with responses required to remain valid for 30 calendar days after the closing date. The government will evaluate quotes using a trade-off method considering two primary factors: price reasonableness and past performance, with specific attention to the vendor's prior experience and performance in similar contracts. Interested quoters must submit any questions via email to atabor@bop.gov, with no phone inquiries permitted.
The solicitation is designated as a total small business set-aside under NAICS code 311999 with a size standard of 700 employees. The contract will cover subsistence deliveries for the month of April 2025, specifically between April 1-30, with strict delivery requirements including specific time windows (7:00-10:00 am and 12:00-2:00 pm EST, Monday-Friday, excluding holidays) and precise temperature control specifications for different food types. Vendors must deliver non-frozen perishables between 34-40 degrees Fahrenheit, frozen foods at 0 degrees Fahrenheit or below, and shelf-stable items above 40 degrees Fahrenheit. The procurement anticipates a single or multiple firm-fixed price contract awards, with quantities including approximately 9,000 lbs of 80% lean ground beef, 11,000 lbs of chicken leg quarters, and 3,000 lbs of fish fillets. Vendors failing to meet delivery schedules or product specifications may be removed from future solicitations, with past performance being a critical factor in award decisions.
