About this opportunity
The Department of the Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity seeks 13 Model Year 2026/2027 Toyota Tacoma TRD off-road 4x4 double-cab vehicles with associated WARN accessories for the Individual Terrorism Awareness Course (INTAC) Program, with proposals due July 7, 2026 and an amended questions deadline of June 6, 2026. This is an unrestricted full and open competition with no set-aside.
Place of performance is Summit Point, West Virginia. Delivery must occur within 180 days after contract award to the Summit Point Training Facility, F.O.B. destination. All vehicles must be brand new; used vehicles with low mileage are not acceptable. The procurement is branded Toyota Tacoma TRD or equal, and includes 13 WARN Elite front bumpers (Model 111169), 13 WARN Elite rear bumpers (Model 111170), and 13 WARN Zeon XD 12-S truck winches (Model 110012). The Government will install bumpers and winches; the contractor is responsible for safe transportation and offloading at the delivery location. Preliminary acceptance may occur at the vehicle dealership with the INTAC Program Manager present, though the contractor remains responsible for safe delivery to the training facility for final acceptance.
NAICS code is 336110 (Automobile and Light Duty Motor Vehicle Manufacturing) with a size standard of 1,500 employees. PSC code is 2310 (Passenger Motor Vehicles). Evaluation weighs technical capability and approach (ability to deliver within 180 days) and past performance on similar scope and magnitude, with award to the responsible offeror offering the lowest evaluated price meeting technical requirements. Offerors must be actively registered in SAM.gov and submit pricing using the CLIN structure provided. Contact Giorgiana Chen (Giorgiana.Chen@usace.army.mil) or Selena Brooks (Selena.Brooks@usace.army.mil).
