About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking a single contractor to provide digital instructional resources for four English Language Arts (ELA) electives: AP Literature & Composition, English 10 AP Seminar, Journalism, and Speech. The procurement will cover digital student and teacher textbooks, instructional resources, virtual professional learning, and technical support for 161 schools across the Americas, Europe, Middle East, and Pacific regions. Key contract requirements include providing commercial off-the-shelf (COTS) digital resources with 5-year licenses, ensuring alignment with College Board and industry standards, delivering virtual professional learning webinars, and offering comprehensive technical support. The solicitation (No. HE125425QE032) will be competed as a Full and Open Competition under NAICS code 513130 (Book Publishers), with interested parties required to be registered in the System for Award Management (SAM). The anticipated solicitation posting date is 03/17/2025, with responses due by this date, and an expected award date of 05/16/2025.

The contract will be a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) with no specific set-aside designations. The total project will support over 67,000 military and civilian dependent students, with estimated course enrollments ranging from 450-1,290 students per course. The contract will have a 5-year base period, covering digital resources for student populations across multiple geographic regions. Contractors must demonstrate compliance with cybersecurity, privacy, and accessibility standards, and provide resources that meet specific educational requirements for each ELA elective. While specific budget ranges are not explicitly stated, the comprehensive nature of the contract suggests a significant investment in digital educational resources to support DoDEA's academic programming across multiple international locations.
