About this opportunity
The National Geospatial-Intelligence Agency (NGA), a component of the Department of Defense, has issued a Request for Information (RFI) seeking industry input on Automated Feature Extraction (AFE) capabilities to support its Foundation Digital Twin initiative. The RFI solicits information on out-of-the-box AFE solutions capable of automatically detecting and extracting geospatial features from multiple data sources including electro-optical, synthetic aperture radar, hyperspectral, and multispectral imagery, as well as raster maps. Respondents must demonstrate proficiency in three primary functions: object detection, geometry extraction, and attribution of features across six use case categories including buildings, transportation networks, utilities, water infrastructure, and aeronautical facilities. The evaluation will assess vendors' capabilities to deliver AFE as a service via APIs that integrate seamlessly with NGA's GEOINT ecosystem, achieve 99.9% availability, process a standard 1GB file in under 10 minutes, and attain accuracy thresholds of 80-90% with objectives of 99%. Responses are due by 5:00 pm ET on April 6, 2026, and must not exceed 27 pages total (9 pages for general RFI response plus 3 pages per use case), submitted via email to Dan Fadely and Dee Hill at NGA with proper formatting in Times Roman 12-point font.
This is a pre-solicitation RFI issued for information and planning purposes only and does not constitute a commitment to issue a future Request for Proposal or procure any services; accordingly, no set-aside designation is currently applied, and no incumbent contractors are identified. The anticipated contract period, should an RFP be issued, would consist of a 12-month base period with four 12-month option periods, with primary performance at the contractor's facilities, though contractor personnel with TS/SCI security clearances eligible for NGA adjudication may need access to NGA facilities in Washington and St. Louis on an as-needed basis. No specific budget range or award value is disclosed in this RFI, as the government is gathering preliminary market information to inform future procurement strategy. Responses must include administrative information such as DUNS and CAGE codes, relevant commercial and government experience from the past three years, security compliance capabilities addressing DNI ICD 503 and NISPOM requirements, and organizational conflict of interest mitigation plans. All costs associated with responding to this RFI are the sole responsibility of interested parties, and non-response does not preclude participation in any future RFP that may be issued based on the information gathered.
