The procurement is a 100% Total Small Business Set-Aside under NAICS 562111 (Solid Waste Collection), with a size standard of $47 million.
Place of performance is the two recreation sites located at 7341 E 30th Street, Suite A, Yuma, Arizona 85365-6525. Contract administration is at the BLM Arizona State Office in Phoenix, with oversight by the BLM-AZ Yuma Field Office. The base contract period runs from September 8, 2026, through September 7, 2027, with four optional one-year renewal periods extending through September 7, 2031. Weekly Friday pickups of two six-cubic-yard containers per site are required, totaling 52 hauls annually per location. The contractor must furnish all labor, equipment, materials, and vehicles; maintain containers in proper condition; dispose of trash only at approved sanitary landfills; participate in single-stream recycling; and respond to unscheduled collection requests within 24 hours at the unit price.
Service Contract Act prevailing wage rates apply per Wage Determination No. 2015-5475, Revision 28 (Yuma County, Arizona). Award will be on a Firm Fixed Price basis to the offeror providing best value. Evaluation will weigh Technical Approach, Past Experience, and Past Performance (combined as approximately equal to price) and Total Price. Offerors must submit a technical statement, two references for contracts with weekly pickups at two or more locations within the last three years, and pricing. All offerors must be registered in SAM at quote submission and award. Electronic invoicing through the Treasury Invoice Processing Platform and CPARS compliance are required post-award. An amendment was issued June 4, 2026; offerors must acknowledge receipt prior to the quote deadline.
