The National Cemetery Administration issued a requirement for Service Building Replace Roof System Project at Fort Smith National Cemetery, Solicitation Number: VA786-16-R-0277.
Project Location:
Fort Smith National Cemetery, 522 Garland Avenue & South 6th Street, Fort Smith, AR 72901.
The Contractor: Shall furnish all labor, material, equipment, and supervision to remove, repair, and replace the roof insulation and roofing system on the Service Building, as described in the Statement of Work.
Summary of Work:
The Contractor gaining award shall furnish all labor, material, equipment, and supervision to remove, repair, and replace the roof insulation and roofing system on the Service Building. The awarded contractor shall cover a period from date of award through 30 calendar days from start through finish after Notice of award Notice of Award has been issued.
The Work shall include, but shall not be limited to the following for the Service Building (not
necessarily in the order indicated):
Completely remove all existing roofing system(s), metal flashing, trim, and other associated roofing components and roof insulation down to the original metal deck. Protect and retain all undamaged roof penetration fixtures. Damaged or unusable roof penetration fixtures shall be replaced with equal or better fixtures by the contractor at no additional cost to the Government. Contractor shall be responsible for replacing any unusable or damaged roof penetrations and other non-roofing system components.
Survey and repair any damage to the roof decking with same or better material(s). Repairs shall be of same construction as existing and capable of accepting the installation of the new insulation and roofing system. Roof deck repairs shall be inspected and approved by the COR prior to proceeding with the remainder of the work.
Survey and repair and/or replace existing building structure and other components where new insulation, roofing membrane, base flashing, penetrations, scuppers, and all other metal flashing and trim is attached.
Remove obstructions and/or debris and clean the roof surfaces designated for the insulation and roofing system in accordance with the contract specifications.
Install new insulation, EDPM roofing membrane, flashing, trim, copings, expansion joints, and other roofing components and accessories to provide a complete and functional roofing system in accordance with the contract drawings and specifications.
Remove, reset, and seal the parapet stone caps as part of the new flashing and roof installation work in accordance with the contract drawings and specifications.
Repair, replace, flash, and reseal ALL existing and/or new roof penetrations and roof mounted equipment bases.
Haul away and dump all debris and waste products to approved disposal site.
The actual square footages of the roof areas, the number and locations of roof penetrations, the number and locations of roof mounted equipment, and all other existing conditions are to be field verified by Contractor via site visit and shall remain the full responsibility of the Contractor.
Code Compliance: All work shall be performed in accordance with the International Building
Code (IBC), the International Mechanical Code (IMC), the International Plumbing Code (IPC),
and the National Electrical Code (NEC).
Contractor Quality Control: The Job Site Superintendent will: a) review and approve submittals,
b) inspect the quality of work performed, and c) certify the completed work for payment and
other purposes.
The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2.
This acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 238160. Size standard is $15 Million. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around September 14th or 15th, 2016. Responses to the solicitation are due by 12:00 p.m., September 28, 2016. Offeror's are advised that they are responsible for obtaining amendments to the solicitation which is available at FedBizOpps.

Prospective offeror's must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov.
Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered.
SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.)
All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.

Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration.
PRE-BID SITE VISIT: Pre-bid Site Visit inspection is highly recommended, contact the Contracting Officer's Representative (COR) Mr. Larry White at (479) 783-5345 or by e-mail at: Larry.White2@va.gov to schedule visit. The Pre-Bid Site Visit will be held at Fort Smith National Cemetery, located at: 522 Garland Avenue & South 6th Street, Fort Smith, AR 72901.

In order for the Government to post all questions and answers on FedBizOpps. All questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by COB, Thursday 22 September 2016. Any questions received after that date will be considered too late and will not be answered.
