The Department of the Interior Bureau of Land Management California Region seeks purchase and delivery of a minimum of 860 tons of Class 2 or Type 2, ¾-inch aggregate base rock to the Fort Sage Widowmaker Trailhead near Doyle, California, with quotations due September 8, 2026 at 5:00 p.m. Pacific Standard Time. This is a total small business set-aside under NAICS 212390 (Other Nonmetallic Mineral Mining and Quarrying), evaluated on Lowest Price Technically Acceptable (LPTA) criteria.
Performance runs October 1, 2026 through February 28, 2027. The trailhead, located approximately 10 miles down a dirt road at coordinates 40 5'4.10"N 120 1'49.92"W, requires delivery of all 860 tons on consecutive working days (Monday through Thursday, 7:00 a.m. to 4:00 p.m.), with a minimum of 10 loads per day completed within 9 days of project start. The contractor must supply all personnel, materials, equipment, and labor; be located within 65 miles of the delivery area or have the capability to send multiple trucks daily; and coordinate delivery schedules with BLM staff who will spread the gravel.
Quotations must include a completed Standard Form 18, bid schedule, and a detailed work plan. Technical requirements include demonstration of capability to supply and deliver materials on schedule, incorporation of weed vegetation control measures per California Invasive Plant Council standards, explicit statement that rock is weed-free, a Certificate of Materials Conformance, and identification of the quarry source.
