About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood published a sole source justification for a sixth bridge contract to provide Dining Facility Attendant (DFA) services at Fort Riley, Kansas. The contract will provide comprehensive dining facility support services for approximately 16,000 soldiers across four dining facilities, a kiosk, and a mobile food truck to maintain sanitary dining environments and food service operations. The justification is based on the Randolph-Sheppard Act requirements and ongoing legal litigation surrounding the procurement, which limits the government to direct negotiations with the Kansas State Licensing Agency as the only legally available source within the required timeframe. The contract was awarded to an unknown vendor on August 28, 2025, under contract number W911RX-25-D-A005, with the government's total estimated value of $19,221,591.00 over 36 months. The contract structure includes a one-year base period from September 1, 2025, to August 31, 2026, with two additional one-year option periods and a potential six-month extension, ensuring continuous dining facility operations for the installation.
