About this opportunity
The U.S. Army Corps of Engineers, Engineering District Omaha seeks the custom fabrication, delivery, and operational instruction of a 24-foot shallow-water aluminum boat, motor, and trailer package for the Fort Randall Project, with proposals due August 10, 2026. The procurement is a 100% Women-Owned Small Business set-aside.
Place of performance and delivery is Pickstown, South Dakota. The vessel must safely navigate shallow, debris-heavy waters of the middle Missouri River in support of the Threatened and Endangered Species monitoring program. The boat is specified as a 24-foot aluminum hull with heavy-gauge construction (5086-H116 and 5052-H32 alloys), a precision-engineered tunnel system tapering from 28 inches wide at the bow to 22 inches at the transom with an 8-inch maximum depth, accommodation for 6 to 8 occupants, and powered by a 150 HP four-stroke outboard motor (Mercury or Yamaha) paired with a 6-inch setback jack plate. The tandem-axle galvanized steel trailer incorporates electric-over-hydraulic brakes and must not exceed 5,500 pounds per axle. Delivery is mandated by April 30, 2027. The contract is firm fixed-price across four line items: hull fabrication, primary outboard motor, galvanized steel trailer, and delivery and freight. Evaluation uses four criteria—Design, Manufacturing, and Added Value; Warranty and Delivery Time; Past Performance; and Price—with non-price factors combined rated as approximately equal in importance to price. The Government will conduct final inspection and acceptance at Pickstown contingent on successful visual audit and mandatory in-water float test verification. Offerors must hold prices firm for 90 calendar days from receipt. NAICS code 336612 (Boat Building); PSC 1925 (Special Service Vessels). Questions should be directed to Greg J. Nielsen, greg.j.nielsen@usace.army.mil, Omaha, Nebraska contracting office.
