About this opportunity
The U.S. Army Corps of Engineers, Omaha District, intends to solicit a custom shallow-water boat and trailer fabrication under a Total Small Business set-aside, with the Request for Quote anticipated on or about June 8, 2026. Place of performance is at the contractor's facility, with final delivery and instruction required at 113 Randall Creek Road, Pickstown, South Dakota by October 30, 2026.
The vessel is a 24-foot aluminum workboat with a 72-inch bottom width and 96-inch beam, designed to support the Fort Randall Project's Threatened and Endangered Species bird monitoring program on the middle Missouri River. Hull construction requires 5086-H116 aluminum (0.190-inch minimum for bottom, tunnel, and transom with 0.250-inch doubler at engine mount) and 5052-H32 for sides and console (0.125-inch minimum). The vessel must accommodate 6 to 8 occupants safely and incorporate a 72-inch advanced tunnel hull with hole-shot ventilation, rated for shallow-water operation. Propulsion consists of a 150 HP EFI four-stroke outboard motor (Mercury or Yamaha) with a Bob's Machine Shop electric hydraulic jack plate providing 6-inch setback and minimum 7.5-inch vertical travel. Systems include dual AGM batteries (minimum 1000 MCA), 40-gallon fuel tank, dual 2000 GPH bilge pumps, NMEA 2000 network, and USCG-approved safety equipment.
The contractor must furnish a tandem-axle galvanized steel trailer (5000–5500 pounds per axle) with electric-over-hydraulic brakes and 15-inch wheels. A 12-month product warranty and turn-key delivery with comprehensive operation and maintenance manuals and float testing are required. Award will be made on best value (FAR 512.212-2) considering design and construction, warranty, past performance, price, and delivery time. Quoters may submit secondary bids for value-engineered alternatives with detailed engineering rationale. Offerors have thirty calendar days from RFQ posting to submit quotes. Contact: Purchasing Agent Greg J. Nielsen, greg.j.nielsen@usace.army.mil. NAICS 336612 (Boat Building); PSC 1925 (Special Service Vessels).
