About this opportunity

The U.S. Army Corps of Engineers Engineering District Jacksonville is seeking contractors for the Fort Pierce Beach Renourishment project, which involves constructing a beach berm along approximately 7,000 feet of shoreline south of Fort Pierce Inlet between Florida Department of Environmental Protection Range Monuments R-34 and T-41. The project requires dredging beach-compatible sand from Capron Shoal, located four miles southeast of the project site in state waters, with offloading operations conducted inside the South Jetty of Fort Pierce Inlet due to offshore pipeline access restrictions. Work includes environmental species monitoring, sea turtle trawling for hopper dredges, turbidity monitoring, beach tilling, fill quality control, screening, MEC construction support, and vibration control and monitoring. U.S. Coast Guard certified dredge equipment is required to complete the work. A mandatory virtual pre-bid conference will be held on July 30, 2025, at 10:00 AM EDT, with the Invitation for Bid expected to be issued around July 18, 2025, and bids due approximately August 19, 2025.

This procurement is designated as an unrestricted requirement with no set-aside provisions, making it open to all qualified contractors regardless of size. The contract value is estimated between $10 million and $25 million, falling under NAICS code 237990 with a small business standard of $37 million. The project is structured with a base requirement and one option, with specific performance deadlines requiring completion of Area B by May 15, 2026, Area A by May 30, 2026, and the entire contract work by June 30, 2026. Contractors must commence work within 60 calendar days of receiving the Notice to Proceed. The project includes staging areas and beach access points located at the end of Seaway Drive and near the south jetty offloading area to facilitate construction operations.
