About this opportunity
The U.S. Army Corps of Engineers Jacksonville District is procuring construction services for the Fort Pierce Beach Renourishment project in St. Lucie County, Florida, involving the construction of a beach berm along approximately 7,000 feet of shoreline immediately south of Fort Pierce Inlet. The work requires dredging beach-compatible sand from Capron Shoal, located four miles southeast of the project site in state waters, with offloading to occur inside the South Jetty of Fort Pierce Inlet due to prohibited offshore pipeline access caused by extensive hardbottom areas. Contractors must provide comprehensive environmental monitoring services including species monitoring, sea turtle trawling for hopper dredges, turbidity monitoring, beach tilling, quality control screening, MEC construction support, and vibration control and monitoring. This is a firm-fixed price contract using sealed bidding procedures, requiring contractors to be registered in the System for Award Management and submit a bid guarantee of 20% of the bid price or $3,000,000, whichever is less. The solicitation was posted on July 18, 2025, with bids due by August 19, 2025, at 1:00 PM EDT, followed by bid opening at 2:00 PM EDT.
This procurement does not utilize any set-aside designations and has received bids from Manson Construction Co. and Great Lakes Dredge & Dock Company, LLC, with total base bid prices ranging from $13,909,500 to $19,505,500 and Option A adding between $2,428,500 and $2,993,500. The estimated project value falls between $10-25 million, with the base bid including 400,000 cubic yards of beach fill and screening from Station 338+65 to Station 391+50. Contract performance requires completion by May 15, 2026, for Area B, May 30, 2026, for Area A, and June 30, 2026, for the entire project, with liquidated damages assessed at $6,363 per calendar day of delay. The work will be performed in St. Lucie County, Florida, with staging areas and beach access located at the end of Seaway Drive and near the south jetty offloading area. The project is structured with a base requirement and one option, providing flexibility in the scope of beach renourishment activities.
