About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) at Fort Sam Houston is soliciting a requirements contract for ice products to support U.S. Army Cadet Command units at Fort Knox, Kentucky. The solicitation seeks vendors to provide an estimated 66,612 twenty-pound bags of cubed ice and 45,280 ten-pound blocks of ice annually, with delivery confined to Fort Knox boundaries. The contract will be awarded on an unrestricted basis using a lowest-priced, responsive quote methodology from a responsible offeror. Quotes are due by 11:00 AM Eastern Time on April 10, 2025, and must be submitted through SAM.gov, with electronic submissions being the only accepted method. All potential vendors may submit quotes, and the government will evaluate responses based on price, responsiveness, and the vendor's ability to meet strict delivery and sanitation requirements.

The contract is structured for one base year from May 1, 2025, to April 30, 2026, with four additional option years extending the potential contract period through April 30, 2030. While there is no specific set-aside designation, the solicitation suggests potential preference for Women-Owned Small Businesses (WOSB). Delivery will be made to the WOMT HQ Element USA Cadet Command at 192nd Tank Battalion Road, Building 1003, Fort Knox, KY, with contractors required to use clean, sanitary vehicles and deliver within 24 hours of order receipt. Vendors must also comply with strict sanitation standards, including manufacturing ice from potable water, maintaining clean equipment, and preventing contamination. Additional requirements include contractor employees completing Antiterrorism Level I Awareness Training and undergoing security vetting for base access. Deliveries will be made through Brandenburg and Chaffee Gates during specified hours, excluding legal public holidays.
