About this opportunity

The US Army Corps of Engineers, Tulsa District, is seeking a small business contractor to fabricate and load test a new Turbine Maintenance Platform (TMP) for the Fort Gibson Powerhouse main unit turbines. The project involves manufacturing a TMP from aluminum and steel, including sheet, plate, extrusions, and structural shapes, with delivery and installation at the Fort Gibson Powerhouse. The procurement will utilize the Lowest Price Technically Acceptable (LPTA) method, and prospective offerors must be registered in the System for Award Management (SAM). The Request for Proposal (RFP) is expected to be issued in early June 2025, with proposals due mid-June 2025. Contractors will be required to provide an assembly specialist to support the first at-site assembly, clarify instructions, and make necessary field adjustments.

The contract is a 100% small business set-aside under NAICS code 332312 for fabricated structural metal manufacturing, with a size standard of 500 employees. While specific award values were not disclosed, the solicitation indicates that offerors will propose their own period of performance and no reimbursement will be provided for proposal preparation costs. The TMP will be a critical piece of equipment for maintenance operations at the Fort Gibson Powerhouse, requiring precise fabrication and assembly. Potential contractors should carefully review the attached pre-solicitation documents and prepare comprehensive proposals that meet the technical specifications and performance requirements. The project represents an opportunity for small businesses specializing in metal fabrication and industrial equipment manufacturing to secure a federal contract with the US Army Corps of Engineers.
