About this opportunity
The U.S. Army Corps of Engineers Louisville District is preparing to solicit a proposal for constructing a microgrid at Fort Cavazos Network Enterprise Center (NEC). The project involves building a comprehensive energy infrastructure system that includes a natural gas generating plant, energy storage system, photovoltaic array, microgrid controller, switchgear, and associated conductors. The microgrid's primary objective is to provide resilient electrical power and connectivity for critical Department of Defense information networks, supporting both unclassified and classified communication systems. The solicitation will be released on or about May 30, 2025, with the project focused on enhancing energy security and operational continuity for the NEC. While this is not a competitive solicitation, the contract will be structured as a Firm-Fixed-Price agreement.
Dominion Privatization Texas, LLC has been identified as the sole-source contractor for this project, with an anticipated construction budget between $10 million and $25 million. The contract will be awarded under the North American Industrial Classification System (NAICS) code 237130 for Power and Communication Line and Related Structures Construction. The microgrid will integrate two new generators with two existing RICE generators and include comprehensive systems for cybersecurity, environmental permitting, building information systems, and utility interconnection. The project will feature a microgrid/SCADA system capable of autonomous electrical power operation and potential future integration with the installation's Utility Monitoring and Control System. No specific set-aside designations are applied to this procurement, and the government is seeking a comprehensive solution to enhance the network's energy resilience and operational capabilities.

SPECIAL NOTICE: The FY24 NDAA provided separate authority to sole source specific Energy Resilience and Conservation Investment Program (ERCIP) projects where the utility system has been conveyed under 10 USC Section 2688 and only provides services to a military installation. The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting a proposal for the construction of the Fort Cavazos Network Enterprise Center (NEC) Microgrid. As part of the construction contract solicitation, the USACE intends to include the following sole source requirement:
Dominion Privatization Texas, LLC – Construct a microgrid consisting of a natural gas generating plant with provisions for sound reduction, Energy Storage System (ESS), photovoltaic array, microgrid controller, switchgear, and conductors. Project will also include cybersecurity, environmental permitting, building information systems, commissioning, and an interconnection agreement with the utility provider. The generating plant will consist of two new generators along with the two existing RICE generators. The microgrid/SCADA will include all electrical distribution equipment and controls needed to operate the system as a stand-alone autonomous electrical power system with capability to provide a future data link connection to the installation’s Utility Monitoring and Control System (UMCS). The microgrid will provide resilience for the Network Enterprise Center (NEC) that provides connectivity and security to the DOD Information Network for critical command, control, communications, computers, and intelligence voice and data services in support of unclassified and classified networks.
