About this opportunity

The Defense Health Agency (DHA) Healthcare Contracting Division has issued a Special Notice announcing its intent to award a sole source contract to Everon LLC for nurse call system maintenance at Fort Campbell's Blanchfield Army Community Hospital. This is not a request for proposals but rather a notice of intended sole source procurement for software maintenance and system inspections of the existing Ascom Telligence nurse call system. The contract will be awarded on a firm fixed price basis under the Custom Computer Programming Services NAICS code 541511. The Government is not requesting proposals and has not committed to paying for any costs incurred in preparing responses to this notice. Everon LLC, located in Columbia, Maryland, has been identified as the intended contractor due to their status as the only OEM authorized reseller of Ascom intellectual property.

The purpose of this Special Notice is to provide transparency regarding the Government's intention to proceed with a sole source award while allowing other potential contractors to challenge this decision. Any sources believing they are eligible and capable of providing the required nurse call system software maintenance services must submit written responses within 5 days of the August 20, 2025 posting date, with a deadline of September 3, 2025. Responses must include clear and convincing evidence demonstrating the ability to provide software upgrades, service packs, and new releases for both the Ascom Telligence software and Unite Reporting and Alert Engine Software. The Government justifies the sole source approach based on Everon's exclusive authorization to service Ascom's proprietary system. Contractors must demonstrate they can provide maintenance for the physically installed nurse call system that is proprietary to Ascom North America, and simple requests for documentation will not constitute valid responses.
