The Government is seeking to assess the availability of qualified Small Businesses, HUBZone certified firms, 8(a) participants, Woman-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Large Businesses to inform potential future set-asides. Interested firms must submit responses by March 13, 2026, at 4:00 PM Eastern Time to Ms. Shanaye Davis at Shanaye.S.Davis@usace.army.mil, with the submittal package not exceeding eight pages and including only narrative information. Submissions must include identification of business size status, Unique Identifier Number and CAGE Code(s), and descriptions of no more than three example projects where the firm served as Designer of Record within the past five years with at least 95 percent construction completion.

The anticipated total capacity for the Single Award Task Order Contract design phase is $40 million, though this represents the total contract value and not necessarily the design services portion alone. Firms responding to this market survey must demonstrate relevant experience by providing examples of similar aircraft maintenance hangar design projects with a minimum of 100,000 square feet of new construction completed within the past five years, along with information regarding design and construction contract dollar values, self-performed design aspects, and subcontracted design elements. The market survey is being conducted under NAICS code 541330 (Engineering Services) and PSC code C219 (Architect and Engineering—General: Other). This notice does not constitute a Request for Proposal or commitment by the Government, and responses to this sources sought announcement will inform the structure of the future formal solicitation.
