About this opportunity

The Department of Veterans Affairs National Cemetery Administration is seeking to procure bulk landscape materials, specifically Franklin Red Crushed Granite Rock and Aggregate Course materials, for Fort Bliss National Cemetery in El Paso, Texas. The contract will be structured as a Firm Fixed Price Indefinite Delivery Indefinite Quantities (IDIQ) agreement, with the solicitation anticipated for release approximately two weeks from the posting date of December 9, 2025. The contractor will be responsible for purchasing the rock materials, providing labor and supervision, arranging transportation, and supplying all necessary equipment to deliver materials to the cemetery location. The solicitation will be issued electronically through SAM.gov, and interested parties must monitor that platform regularly for any amendments, as the government does not maintain a mailing list and failure to acknowledge amendments may result in proposal rejection. All contractors must be registered in the System for Award Management (SAM) prior to submission, and proposals must adhere to specifications outlined in the formal solicitation documents.

This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), limiting competition to firms meeting this designation. Based on the Statement of Need, the annual requirements include 250 to 500 tons of Grey Rock (Aggregate Course Screening) and 700 to 1,100 tons of Franklin Red Crushed Granite Rock, indicating substantial material volumes over the contract period. Materials must be delivered via 10 to 16-cubic yard dump trucks through the cemetery maintenance gate during business hours (8:00 AM to 3:00 PM, Monday through Friday), with weight tickets required for each delivery. The rocks must meet strict quality standards, including being clean, hard, durable, and sharp-edged, sourced from a single naturally occurring quarry with precise gradation specifications by sieve size. The contract will operate under NAICS code 212319 (Other Crushed and Broken Stone Mining and Quarrying) and PSC code 9620 (Minerals, Natural and Synthetic).
