About this opportunity

The Army Materiel Command, Army Contracting Command (Regional Contracting Office Bavaria) seeks to procure four rough-terrain forklifts—two 3-ton units and two 5-ton units—with all-wheel drive and 360-degree turning assemblies, with proposals due July 6, 2026. The procurement is designated Women-Owned Small Business (WOSB), conducted under Simplified Acquisition Procedures as a commercial item (FAR Part 12), and will be awarded on a lowest price technically acceptable basis.

Place of performance is Ansbach, Germany, with delivery to two U.S. Army Garrison Ansbach locations: Katterbach Kaserne (Bldg 5516, RPMA Warehouse DPW) and Storck Barracks. Both units in each weight class must be new from current manufacturer production and comply with German and European standards including DIN, UVV, CE, and VDE regulations. The 3-ton forklifts require a 3,000 kg lifting capacity, 4,500 mm lifting height with duplex full-visibility mast, Stage 3B engine (minimum 75 PS / 55 kW), 4-wheel drive with electro-hydraulic direction switch, 1,400 mm non-standard length forks with 360-degree rotating positioner, and off-road tires. The 5-ton units must deliver 5,000 kg capacity at 600 mm load center, 4,000 mm lifting height, duplex mast with 15-degree tilt, Stage 3B/Stage V engine, and 1,400 mm forks with 2,000 mm extensions. Both types require full heated cabin, air-suspended seats, LED lighting per StVZO, bilingual operator and parts manuals (German and English), TUV approval documentation, CE confirmation, on-site operator and maintenance training, and 12-month manufacturer warranty. Delivery is FOB Destination with contractor bearing transportation costs; minimum 2-day advance notice required for appointment. Offerors must register in SAM, submit pricing in U.S. dollars or euros on Standard Form 1449, and certify end-product country of origin and compliance with trade agreements. Evaluation includes price, technical factors, subcontracting, trade compliance, and past performance via Supplier Performance Risk System. NAICS code is 333924; PSC is 3990. Amendment 0002 (June 9) revised item descriptions to mandate current manufacturer production and compliance with latest German and European standards; Amendment 0001 (May 27) clarified that duplex (not triplex) mast configuration is required and additional lifting height capability is optional.
