About this opportunity
The Indian Health Service (IHS), a division of the Department of Health and Human Services, is soliciting quotations for the procurement of one new forklift with an extended multi-year warranty for the Albuquerque Area IHS Warehouse. The forklift must meet specific technical requirements including a 5,000-pound load capacity, three-stage mast with 83-inch to 189-inch height capability, LPG power with a minimum 2.4L industrial engine, hydraulic lift, solid cushion tires, power shift transmission, 42-inch adjustable forks, and required safety features such as backup alarm, seatbelt, and lights. The contract requires the contractor to provide complete documentation of maintenance history, demonstrate Buy American Act compliance, deliver operational and maintenance manuals plus training materials in PDF or Word format, and include a comprehensive warranty covering parts and labor serviced either on-site or at a local Albuquerque service location. Evaluation will be based on three criteria in order of importance: technical capability, past performance, and price, with award going to the technically acceptable, responsible quoter offering the best value. Quotations must be submitted via email to Stephanie.Begay3@ihs.gov by 12:30 p.m. Mountain Time on Thursday, March 26, 2026, with a minimum 90-day price validity requirement.
This procurement is designated as a total Indian Small Business Economic Enterprise (ISBEE) set-aside with a cascading set-aside provision under the Buy Indian Act, meaning quotes will first be solicited from ISBEE firms that are also small business concerns, with subsequent consideration given to other small business concerns if insufficient competition or reasonably priced offers are not received. No incumbent contractor or current award value has been specified in the solicitation documents. The contract will be structured as firm-fixed-price with a base performance period of TBD/2026 through TBD/2027 and four optional one-year extension periods extending through TBD/2031, covering approximately five years of service. The forklift must be delivered within 30 days of contract award to the Albuquerque Area IHS Warehouse located at 3101 Menaul Boulevard NE, Suite A, Albuquerque, New Mexico 87107. The solicitation applies to the NAICS code 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing) with a size standard of 900 employees or fewer for small business qualification purposes.
