The project consists of removing an existing culvert and replacing it with 84-inch diameter galvanized metal culvert.


Access to the project site may be limited due to seasonal snow fall, therefore interested offerors should consider visiting the site prior to the release of the final solicitation.


The government will provide final design drawings of the culvert with the final solicitation. Preliminary drawings are provided with this presolicitation.


Work will include working within an approved work window under the guidelines of a hydraulic permit, a limited road closure and include fish and wildlife provisions. Work on the ground is expected to begin as early as August 1, 2018 with the entire project completion by September 30, 2018.


Construction methods will include survey and staking, contractor testing, installing and maintaining soil erosion and pollution control measures, clearing and grubbing, excavation and backfill, riprap placement, aggregate surface placing and installing and maintaining approved closure sign and barriers.


Project Location


The project is located on the Olympic National Forest on the Pacific Ranger Districts. From Forks, WA travel north on US Highway 101 for one mile. Then turn east onto Forest Service Road 29 and drive 15.5 miles to the project site.

The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on or about JAN. 23, 2018. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). The government estimated value is between $250,000 and $500,000.


A bid bond is required. Performance and payment bonds are required for this project. Construction Wage Rates (former known as Davis-Bacon wage rates) apply to any resulting contract. The proposed contract-type is firm-fixed price.


All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
