About this opportunity
U.S. Customs and Border Protection awarded a delivery order to Tech Ops Specialty Vehicles for three turnkey Mobile Exploitation Response Vehicles on a sole-source basis under GSAR 538.7104-3(b)(1)(ii), with contract number 47QMCA19D0014 and award date of September 24, 2026.
The vehicles are configured as self-contained mobile digital forensic and technical exploitation workspaces to support Air and Marine Operations field-based exploitation programs. CBP determined that Tech Ops Specialty Vehicles is the only source capable of delivering the required integrated solution at the required quality level, specifically through its proprietary Tech Track aluminum adapter kit system, which is exclusive to Tech Ops and unavailable from other vendors. Market research conducted September 4, 2026, including a GSA Advantage search, confirmed no other vendor offers the specific combination of integrated capability required. The justification was certified by technical personnel on September 14, 2026, and approved by the Contracting Officer the same day.
Each vehicle requires design, fabrication, integration, testing, delivery, documentation, and operator training. The approximate delivery period is six months. Tech Ops Specialty Vehicles is located in Stevensville, MD. The order was executed under the Multiple-Award Schedule Program; the contract award value is redacted in the source material.
