The justification for sole source award is based on GSAR 538.7104-3(b)(1)(ii), which permits sole source procurement when only one source can provide products or services at the required quality level because they are unique or highly specialized. Tech Ops Specialty Vehicles is the only known source capable of delivering the required integrated solution, specifically through its proprietary Tech Track aluminum adapter kit system, which is exclusive to Tech Ops and unavailable from other vendors. Market research, including a GSA Advantage search conducted September 4, 2026, confirmed that no other vendor offers the specific combination of integrated capability required for AMO's mobile digital forensic requirement. The justification was certified by technical personnel on September 14, 2026, and approved by the Contracting Officer on the same date.
