About this opportunity

The Department of the Air Force's Air Education and Training Command (AETC) is conducting market research to identify potential sources for F-35B instructor pilots to support international training programs under the Foreign Military Sales (FMS) framework. The agency seeks qualified vendors capable of providing eight total instructor pilots (four flight instructors and four simulator instructors) over a five-year period at Ebbing Air National Guard Base in Arkansas. Interested companies must submit comprehensive capability statements demonstrating expertise in delivering F-35B qualified instructors, with a focus on international partner training requirements. Vendors are required to address company capabilities, past performance in FMS programs, compliance with international regulations, and cultural considerations. The capability statements are limited to five single-sided pages and must be submitted electronically to Keegan Hoover by May 14, 2025.

This pre-solicitation notice does not indicate any specific small business set-aside, and the NAICS code 611512 for Flight Training has a small business size standard of $34 million. The procurement is categorized under the PSC code U009 for Education/Training - General. While no specific award value is explicitly stated, the requirement suggests a substantial contract for specialized aviation training services. The primary objective is to augment training capabilities for partner nation air forces, with an emphasis on F-35B flight and simulator instruction. Companies responding to the Request for Information (RFI) should highlight their ability to meet unique international partner requirements, including compliance with regulations like ICAO, ITAR, and EAR, and demonstrate experience in international military training contexts.

Background:

The United States Government (USG) and its international partners rely on advanced fighter aircraft such as the F-35B to maintain air superiority and execute a wide range of missions. To ensure the effectiveness and readiness of these aircraft, comprehensive training programs are essential. These programs encompass pilot and crew training, simulator training, academic training, maintenance and technical training, aircrew and operations support training, and courseware development. At this time, the Government is only seeking to identify sources capable of augmenting said training with instructor pilots.
