CGFS/S/DO/IB generally sells US dollars against foreign currencies to fund bank accounts held in the names of both the Bangkok and Charleston United States Disbursing Officer. The office trades in various amounts up to $50 million on any given deal, or may have occasion to sell as little as $5,000 on a given transaction. Our annual US dollar sales against the foreign currencies are approximately US $4.7 billion. The average number of trades executed annually is 6,000. The average size of the trades executed is $500,000 in US dollar terms. On occasion, we sell foreign currencies against the US Dollar from posts that have excess dollars due to collections for machine-readable visas and other reasons. With every trade, we must obtain at least 3 blind simultaneous bids. This currency purchasing system will be used to transact these foreign exchanges. This system will be used and must have the capability to sell US dollars for every currency that can be purchased at nonfixed legal rates. The currency purchasing system must provide the ability to store and make available during the currency trade LCU settlement instructions and buy instructions. Accordingly, the system must allow for contact to small and large foreign exchange traders and banks throughout the world and maintain a large subscription base of foreign exchange traders. Additionally, the system must allow a minimum of 5 simultaneous real time conversations. The system must provide a stringent audit trail of all transactions made in the system and meet Department of State computer and information security requirements. The vendor's system must be available 24 hours a day - seven days a week.
LICENSING AND EQUIPMENT FOR:
• (2) Dealing Stations - Charleston, SC location (with printing capabilities. The two dealing stations will be accessed by four traders in Charleston.)
• (1) Dealing Station - Beltsville, MD location (with printing capabilities. The one dealing station will be accessed by no more than four traders temporarily relocated from the Charleston office to Beltsville, MD.)
