About this opportunity
The United States Marine Corps seeks foreign adversary aircraft and support services for the Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) at Marine Corps Air Station Yuma, Arizona, with proposals due July 20, 2026 at 12:00 PM Pacific Time. The procurement is a 100 percent Women-Owned Small Business set-aside under NAICS 611512, foreclosing competition outside that pool. This is the amended solicitation; the original due date of July 17 was extended to July 20 by Amendment 0002, which also updated the Performance Work Statement and added FAR clause 52.222-90 (DEI compliance).
Place of performance is MCAS Yuma, Arizona. The contractor must provide rotary-wing adversary aircraft (Mi-24 HIND, Mi-17 HIP, or comparable) delivering 50 flight hours per semi-annual WTI training event under day VFR conditions, plus optional fixed-wing support (L-39, SU-25, or comparable, up to 12 hours) and optional surrogate unmanned aerial system support (up to 15 hours), each with 15-day notification. All aircraft must be FAA-certified and maintained by FAA-certified technicians. Contractor pilots must hold FAA certification, current medical certificates, minimum 2,000 total flight hours (or 75 hours pilot-in-command with Marine or Navy Weapons School graduation), and must have logged at least five hours in their respective aircraft within the preceding 60 days. All contractor personnel must obtain SECRET security clearances minimum.
The contract is firm-fixed price for 12 months (July 24, 2026 through July 23, 2027) with four one-year option periods, plus cost reimbursement for government fuel capped at $122,585.00. Six contract line items cover WTI training (two events), planning conferences (two events), rotary-wing hours (100 total), fixed-wing hours (24), surrogate UAS support (30 hours), and fuel reimbursement. Service Contract Act Wage Determination 2015-5475, Revision 28 applies, requiring prevailing wage rates for Yuma County with health and welfare benefits of $5.55 per hour. Quoters must submit three volumes: Volume I (price quote with unit pricing), Volume II (technical approach and quality control plan), and Volume III (up to three past performance references from the last three years). Evaluation weighs price, technical capability (significantly more important than past performance), and past performance, with combined non-price factors approximately equal to price. Contracting officers are Terrance Sandifer (760-830-5125, terrance.t.sandifer@usmc.mil) and Jackson Boland (jackson.boland@usmc.mil). Submissions must be in PDF format delivered electronically or hand-delivered to the Regional Contracting Office, Building 1102, Door 21, Twentynine Palms, California 92278; fax submissions are not accepted.
