About this opportunity
U.S. Customs and Border Protection (CBP) has issued a Special Notice announcing its intent to award a sole source contract to Boeing Digital Solutions, Inc. for aeronautical navigation flight charts used in electronic flight bags. The procurement covers 500 ForeFlight Military Flight Bag Performance subscriptions for CBP's Air and Marine Operations (AMO) pilots conducting domestic operations. The anticipated contract period runs from September 20, 2025 through September 19, 2026, with a Firm-Fixed Price structure. CBP has determined that Boeing Digital's ForeFlight application is the only solution that meets their specific flight navigation requirements, providing comprehensive coverage of the Continental United States including flight planning, charts, weather details, airport information, and critical aviation tools. This notice serves as advance notification of the intended sole source award rather than a formal solicitation.
The primary purpose of this Special Notice is to inform the contracting community of CBP's planned sole source procurement while providing an opportunity for other potential vendors to demonstrate their capabilities. Interested contractors must submit capabilities statements to the Contracting Officer at caitlin.m.jenkins@cbp.dhs.gov by August 7, 2025, showing their ability to meet the government's requirements. To be eligible, contractors must demonstrate they can provide aeronautical navigation software that offers total CONUS coverage with integrated flight planning, weather, charting, and aviation safety tools comparable to ForeFlight's capabilities. The government reserves the right to proceed with the sole source award regardless of responses received, and will not reimburse vendors for any information submitted. This procurement supports CBP's critical mission by ensuring AMO pilots have access to essential navigation and flight safety tools for their domestic operations across all aircraft except Unmanned Aircraft Systems.
