About this file
This Sole Source Determination document is for U.S. Customs and Border Protection (CBP) to procure 500 software licenses for ForeFlight - Military Flight Bag Performance charts. The procurement is specifically for aeronautical flight charts to be used by CBP Air and Marine Operations (AMO) aircrews on all aircraft except Unmanned Aircraft Systems (UAS). Boeing Digital Solutions is the sole source provider, having acquired ForeFlight, with the application offering comprehensive coverage of the Continental United States including flight planning, charts, weather details, airport information, and critical aviation tools for flight safety and operations.
The document justifies the sole source determination under FAR 13.106-1(b)(1)(i), stating that no other application meets the government's requirements. The price will be determined fair and reasonable through comparison with previous purchase prices and the Independent Government Cost Estimate (IGCE). The anticipated contract period is from September 20, 2025 through September 19, 2026, with interested sources able to submit capabilities statements to the Contracting Officer by the specified response date if they believe they can meet the requirements.
