About this opportunity
USDA Animal and Plant Health Inspection Service issued Amendment 1 to a solicitation for Foot and Mouth Disease Virus ELISA test kits with a quote due date of 3:00 PM ET on May 15, 2026. This is an IDIQ procurement with no set-aside. The amendment adds "at time of award" to the Center for Veterinary Biologics licensing requirement, incorporates FAR 52.222.90 addressing DEI discrimination compliance per Executive Order 14398, and extends the submission deadline.
The kits support the National Animal Vaccine and Veterinary Countermeasures Bank stockpiling program. Offerors must supply DIVA-compatible antibody detection kits capable of detecting FMD antibodies from cattle, sheep, and pigs, yielding 400 or greater reactions per kit. Vendors must hold active CVB licensing at time of award and maintain SAM registration throughout contract performance.
The Government anticipates awarding a single firm-fixed-price IDIQ contract with one base ordering period and four optional one-year periods (66 months total). The price schedule spans 10 line items across five ordering periods with estimated quantities of 25 kits per item, distinguishing kits with storage services from immediate-delivery kits. Delivery into storage must occur within 60 days of order; transfers to designated locations within 30 days. All shipping and delivery costs to the Government location are included in unit pricing.
Quotes must include product description, technical capability narrative, and pricing for all line items. Offerors must certify federal anti-discrimination compliance and hold prices firm for 90 calendar days from receipt. Questions close May 4, 2026 at 3:00 PM ET directed to kathleen.melby@usda.gov.
