About this opportunity

The Department of the Army, specifically Army Contracting Command - Detroit Arsenal, is seeking multiple contractors to provide Army Watercraft Sustainment Maintenance (AWSM) services for the Army Vessel Fleet in CONUS locations. The procurement is a five-year Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract focused on On Condition Cyclic Maintenance (OCCM) and Service Life Extension Program (SLEP) efforts. Contractors must possess a valid Master Vessel Agreement and demonstrate capabilities in ship repair, structural and machinery repairs, and watercraft system modernization. The evaluation will prioritize past performance as the most critical factor, followed by pricing, with small business participation being the least important criterion. Proposals must be submitted by March 31, 2025, with a minimum 240-day acceptance period, and will be evaluated on the ability to perform maintenance and modifications across mechanical, electrical, hydraulic, and structural systems of Army watercraft.

The solicitation does not have a specific small business set-aside, but includes robust small business participation goals of 77% overall, with specific targets for small disadvantaged, woman-owned, HUBZone, and veteran-owned small businesses. The government intends to award approximately 15 firm-fixed-price contracts, with the draft solicitation covering Zone 1 CONUS efforts. The current Army Watercraft Systems fleet comprises 121 powered units across multiple vessel classifications, including Logistic Support Vessels, Landing Craft Utility, and various tugs and support craft. The total estimated value suggests material and Other Direct Costs of around $48.3 million across the contract's six-year period (five base years plus a six-month option). Performance will be centered in Warren, Michigan, with contractors responsible for maintaining and extending the life of the Army's diverse watercraft inventory through comprehensive maintenance and repair services.
