About this opportunity
The Naval Supply Systems Command seeks load test support services for the No. 1A Ship Service Diesel Generator aboard USS Pioneer (MCM-9), with proposals due August 16. Award is restricted to contractors holding an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region; contractors without such agreements are ineligible unless they can demonstrate imminent ability to obtain one before award without impacting the vessel's availability.
Place of performance is Sasebo, Nagasaki, Japan. The work encompasses permeability testing using existing SRF YOKOSUKA equipment, temporary lighting installation (approximately 150 meters), and industrial support for load bank operational testing. Specific tasks include load cable and load bank transport, insulation resistance testing using a 500-volt megohmmeter (minimum acceptable reading of one megohm), electrical connection and rigging, phase verification, load bank operation during testing (not to exceed 80 percent or 300 kilowatt capacity), and surface preparation. All materials must be non-magnetic. The period of performance runs August 24 through October 31, 2026.
This procurement is issued as a firm-fixed-price job order under an existing MARV agreement. Pricing must be quoted in Japanese Yen using the FY26 budget exchange rate of JPY 150.4415 per USD 1.00, with electronic proposal submission mandatory. Award will be made to the responsible offeror submitting the lowest total priced proposal. The contract incorporates DFARS cybersecurity maturity model certification (CMMC) Level 1 requirements and compliance with occupational health and safety standards (29 CFR 1915). The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West).
