About this opportunity
The Naval Air Systems Command (NAVAIR), Program Office PMA-201, is conducting market research for the production of FMU-139D/B Fuze systems and related components through this sources sought notice. The procurement covers FMU-139D/B Fuze systems, various inert fuze assemblies for training purposes, bomb initiators, power cables, closure rings, and associated technical data. This is strictly a market research activity and not a request for proposals, intended to satisfy DFARS PGI 206.302-1 requirements before proceeding with sole source negotiations. The government intends to award a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract under the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, citing only one responsible source availability. Interested parties may respond to demonstrate their capabilities by the September 22, 2025 deadline, though the government retains full discretion in determining whether to compete the procurement.
This opportunity has no set-aside designation and the government plans to award the contract sole source to Northrop Grumman Systems Corporation - Defense Systems (NGSC-DS) located in Rocket Center, West Virginia. The quantity estimates span five years with the primary FMU-139D/B Fuze System requiring 45,000 to 55,000 units annually, representing the bulk of the procurement volume. Additional components include much smaller quantities such as 20 FMU-139D(D-1)/B Fuze Assemblies, 10 Inert Load Crew Training Fuze Systems, and 2-4 units each of trainer fuzes, bomb initiators, power cables, and closure rings per year. The contract structure as an IDIQ vehicle will provide flexibility for ordering these munitions components over the five-year performance period. No award values or budget ranges have been disclosed in this pre-solicitation phase.
