About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support office in Philadelphia is soliciting quotations for the repair and restoration of P-3 Aircraft window frames to operational condition. The solicitation seeks eligible contractors to furnish labor, materials, and parts required to restore five government-owned frame items (part numbers 36659-903107-101SA, 36659-903105-1SA, 36659-903105-2SA, 36659-903107-102SA, and 915785-512) for the Greek Navy's P-3 Aircraft fleet. Key contract requirements include government source approval prior to award, with offerors required to submit detailed technical information from the NAVSUP WSS Source Approval Information Brochure and demonstrate capability through comprehensive proposal documentation. The government will evaluate proposals based primarily on past performance using the Supplier Performance Risk System (SPRS) rather than price considerations. The quotation deadline was December 15, 2025, with the solicitation notice posted on December 17, 2025, though the government indicates it will consider all proposals received within five days of publication.

This solicitation was not set aside for small businesses and is targeted toward a single source, L3 Technologies, under FAR 6.302-1 authority, though all responsible sources may submit capability statements and proposals for consideration at the government's discretion. The contract encompasses repair and restoration of five distinct window frame assemblies with associated National Item Control Numbers (NICNs: LLF02N762, LLF02N764, LLF02N766, LLF02N767, and LLF02N772), representing a total of 30 units across multiple line items with quantities ranging from 4 to 10 units per item. The work will be performed in Philadelphia, Pennsylvania, with specific packaging requirements mandated by MIL-STD-2073 standards and Depot Level Repairable (DLR) labeling protocols. No specific award value or budget range is disclosed in the solicitation notice. The government has indicated that source approval will not delay the award process and that normal approval timelines may preclude delaying award pending new source approval.
