About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting quotations for the repair of a COOLER, LUBRICATING OIL, ENGINE component (National Stock Number 2935014765611, part number D2591-10A) destined for a Foreign Military Sales case supporting Kuwait. This is a sole-source requirement under an established Blanket Ordering Agreement with NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia. Prospective contractors must be approved sources per the NAVSUP WSS Source Approval Brochure, and failure to provide required source approval documentation will result in quote rejection. Repairs must be performed according to the contractor's repair and overhaul standard practices, technical manuals, and directives, with all repaired units inspected and tested per the original manufacturer's specifications and suitable for submarine and surface ship use. Quotations are due by April 24, 2026, with delivery required 365 calendar days from contract award, and the Government reserves the right to extend the contract for an additional period of up to two years.
This solicitation includes no small business set-aside designation and is structured as a fixed-price repair contract with option pricing for a maximum quantity of units over the contract period. The contractor must propose separate pricing if rates change after the first 365-day period, with total contract value calculated by multiplying the highest proposed unit price by the maximum number of units for threshold determination purposes. Lockheed Martin Corp (cage code C98897) is identified as the original manufacturer whose specifications must be met. The place of performance is Philadelphia, Pennsylvania, and all packaging and marking must comply with commercial standards suitable for overseas shipment and MIL-STD-129 requirements. Payment will be processed through Web-Based Receiving and Acceptance of Invoices and Receiving Reports (WAWF) submission, and the contract will include standard FAR and DFARS clauses addressing quality assurance, hazardous materials, Buy American provisions, and various contractor compliance obligations.
