About this opportunity
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), a component of the Department of the Navy Naval Sea Systems Command, is seeking quotations for Improved Outer Tactical Vests (IOTVs) and Level IV NIJ 0101.06 Certified ESAPI Ballistic Armor Plates through Request for Quotation (RFQ) N00174-26-Q-1049 under Foreign Military Sales (FMS) procedures for Chile. The equipment must meet or exceed U.S. Military and National Institute of Justice (NIJ) performance standards, and the government emphasizes that delays in procurement will negatively impact the Chile Armed Forces mission and could result in loss of life or severe injury. Evaluation of quotations will follow a three-factor methodology: Technical Capabilities and Approach (rated Acceptable/Unacceptable based on whether proposals meet solicitation requirements), Past Performance (assessed through multiple databases with confidence ratings ranging from Substantial Confidence to No Confidence), and Price (evaluated per FAR guidelines). Only offerors achieving an "Acceptable" technical rating and a Past Performance rating better than "Limited Confidence" will be considered for award, with the final selection made to the offeror providing the best value to the Government. Quotations must be submitted by May 4, 2026, with contact information provided for the Procuring Contracting Officer (Brandi Sorzano) and Contract Specialist (Barbara Grinder).
This solicitation is designated as a Total Small Business Set-Aside with NAICS code 339999 (All Other Miscellaneous Manufacturing) and a small business size standard of 550 employees. All items are structured as firm fixed-price contracts with a 30-calendar-day delivery schedule from the award date. No specific dollar value range is provided in the solicitation notice. Deliverables must be shipped to NSWC IHD at 2008 Stump Neck Road, Building 2195, Indian Head, Maryland 20640-4624, where inspection and acceptance will occur at both the contractor's facility and the destination, with payment processed through Wide Area Workflow (WAWF).
