About this file
This document is an excerpt from a federal solicitation that establishes the evaluation criteria and methodology for assessing contractor proposals across three primary factors: Technical Capabilities and Approach, Past Performance, and Price.
Factor 1 – Technical Capabilities and Approach uses a binary Acceptable/Unacceptable rating system, where proposals either meet or do not meet the solicitation requirements. Factor 2 – Past Performance evaluates an offeror's and its subcontractors' demonstrated ability to perform successfully by assessing recent and relevant performance records across CPARS, PPIRS, FAPIIS, PDREP, and SPRS databases. Past performance efforts are rated on relevance using four tiers: Very Relevant (essentially the same scope and magnitude), Relevant (similar scope and magnitude), Somewhat Relevant (some overlap in scope and magnitude), and Not Relevant (little or no overlap). Each Prime Offeror receives a Performance Confidence Assessment using five ratings: Substantial Confidence (high expectation of successful performance), Satisfactory Confidence (reasonable expectation), Neutral Confidence (no meaningful assessment possible), Limited Confidence (low expectation), and No Confidence (no expectation of successful performance). Factor 3 – Price will be evaluated following FAR 8.405-2(d) guidelines. Only offerors achieving an "Acceptable" technical rating and a Past Performance rating better than "Limited Confidence" or "No Confidence" are eligible for award consideration. Award will be made to the offeror(s) providing the best value to the Government based on tradeoffs between technical capability, past performance, and price.
