About this opportunity

The Federal Mediation and Conciliation Service (FMCS) is conducting market research to identify qualified vendors capable of providing travel compliance audit services for agency travel transactions. This Sources Sought Notice is issued under FAR Part 10 for information-gathering purposes only and does not constitute a formal solicitation or guarantee of contract award. Interested firms must demonstrate capability in reviewing travel vouchers and supporting documentation, assessing compliance with Federal Travel Regulation (FTR) and FMCS travel policies, identifying improper payments or unsupported costs, and conducting sampling and compliance testing with written audit findings and summary reports. Contractors will need access to the Concur travel system and government-furnished laptops, with work performed either remotely or on-site at FMCS facilities. Capability statements not exceeding five pages must be submitted by March 11, 2026, to bronson.madero@fmcs.gov and should address company information, relevant federal audit experience, experience with travel systems, applicable labor categories, NAICS code recommendations, and feedback on the proposed Firm Fixed Price contract structure.

The procurement uses NAICS Code 541211 (Offices of Certified Public Accountants) and PSC R704 (Support-Management: Auditing) with no set-aside designations, though FMCS encourages responses from small businesses, HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) concerns. The anticipated period of performance is up to one year, though the government expects work completion within approximately six months, with a contract structure of Firm Fixed Price (FFP) under consideration. The contractor will review a sample of 30-50% of approximately 177 travel vouchers processed annually by FMCS, making this a substantial but manageable scope focused on compliance verification rather than comprehensive auditing. No specific budget or award value is disclosed in this market research notice, as the government is still in the information-gathering phase to determine acquisition strategy and vendor capability.
