About this file
This is a Sources Sought Notice issued by the Federal Mediation and Conciliation Service (FMCS) for market research purposes to identify qualified contractors capable of providing travel audit and compliance review services. The notice is not a solicitation and carries no obligation to award a contract; it is issued solely to determine market availability and inform acquisition strategy decisions. FMCS has processed approximately 177 travel vouchers this year and anticipates contractors will review a sample of 30–50% of these transactions. The proposed NAICS code is 541211 (Offices of Certified Public Accountants), with PSC R704 (Support-Management: Auditing). Work may be performed remotely or on-site at FMCS facilities, with contractors required to use Government-furnished laptops. The anticipated period of performance is up to one year, though the Government expects work completion within approximately six months.
Contractors must demonstrate capability to review travel vouchers, receipts, and supporting documentation; assess compliance with Federal Travel Regulation (FTR) and FMCS travel policies; identify improper payments or unsupported costs; conduct sampling and compliance testing; and provide written audit findings and summary reports. System access required includes Concur travel system and PDF travel request forms via OneDrive or SharePoint. FMCS encourages responses from small businesses, HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) concerns. Capability statements shall not exceed five pages and must address company information, relevant federal audit experience, experience with travel systems, labor categories, NAICS code recommendations, and feedback on the draft requirement. The Government is considering a Firm Fixed Price (FFP) contract structure and requests vendor feedback on its suitability. Responses are due by March 11, 2026, and must be submitted electronically to Bronson Madero at bmadero@fmcs.gov with subject line "Sources Sought Response – FMCS Travel Compliance Audit Services."
