About this opportunity

The Federal Mediation and Conciliation Service (FMCS) is soliciting quotes for ManageEngine Desktop License software through Request for Quote (RFQ) 93310026Q0002. The procurement seeks annual subscription licenses for Desktop Central UEM Edition, Desktop Central Addons, Secure Gateway Server, and Service Desk Plus Enterprise Edition to support the agency's IT operations. All bidders must submit a completed Vendor Quote Sheet (Attachment 1), verification of Service-Disabled Veteran-Owned Small Business (SDVOSB) status, and verification of ManageEngine Authorized Reseller status, with the requirement that vendors can be either directly authorized by ManageEngine or working through an authorized distributor. The award will be made on a firm fixed-price basis to the lowest-priced, technically acceptable quoter. Questions must be submitted by 3:00 PM EDT on January 16, 2026, to Bronson Madero at bmadero@fmcs.gov, with quotes due by 3:00 PM EDT on January 21, 2026.

This solicitation is a 100 percent SDVOSB set-aside, limiting competition to service-disabled veteran-owned small businesses. The procurement covers 200 workstation endpoints and 30 server endpoints with a subscription period from February 4, 2026, through February 3, 2027. No incumbent contractor is identified in the available documentation. The place of performance is Washington, DC, with the end user identified as James Donnen at FMCS's headquarters located at 250 E Street SW, 7th Floor, Washington DC 20427. While a specific budget range is not disclosed in the solicitation notice, the NAICS code 541519 (Other Computer Related Services) applies with a small business standard of $34 million, and the solicitation was extended from its original January 20, 2026 deadline to January 21, 2026, due to an error on the vendor quote sheet.
