About this opportunity

The Federal Mediation and Conciliation Service (FMCS) has issued a Sources Sought notice seeking qualified firms to provide enterprise technical documentation, modernization strategy development, and roadmap development services in support of the agency's cloud-based IT environment. The procurement encompasses comprehensive system documentation packages, modernization assessments, future-state architecture blueprints, and migration roadmaps across multiple enterprise systems including Microsoft 365, Azure services, Dynamics/Power Apps, .NET applications, and WordPress platforms. Key requirements include alignment with federal IT compliance standards such as FISMA, NIST 800-53, OMB A-130, Section 508 (WCAG 2.0 AA), and NARA records management standards, with performance metrics targeting 90 percent documentation accuracy, 100 percent compliance coverage, and 90 percent on-time delivery. The government is conducting this market research to validate the proposed scope, identify potential acquisition strategies, and support development of an Independent Government Cost Estimate; vendors are encouraged to provide feedback on contract type preferences, pricing methodologies, labor categories, and improvements to the draft Performance Work Statement. Responses to the Sources Sought notice must be submitted by April 10, 2026 at 5:00 PM EST to Bronson Madero at bmadero@fmcs.gov, with telephone inquiries not accepted.

This is a pre-solicitation notice with no set-aside designation, and the government does not intend to award a contract based on responses submitted. No incumbent contractor or current contract award value has been identified in the notice materials. The base period of performance is anticipated at approximately four months with rolling deliveries scheduled through day 120, including an initial 90-day investigation phase that must produce system inventory assessments, stakeholder interview summaries, baseline architecture reports, technical debt registers, and modernization opportunity matrices. The applicable NAICS codes under consideration are 541512 (Computer Systems Design Services) and 541519 (Other Computer Related Services), with the solicitation classified under PSC R408 (Support - Professional: Program Management/Support). The government is actively seeking industry input regarding preferred contract structures, such as Firm Fixed Price, hybrid, or performance-based arrangements, as well as recommendations for relevant contract vehicles such as GSA MAS or GWACs to support the eventual full solicitation.
