About this opportunity

Fleet Logistics Center Puget Sound is procuring a single Flow Serve Check Valve directly from the original equipment manufacturer (OEM) using FAR Part 12 and 13.5 procedures. The Naval Supply Systems Command seeks this specific check valve (Part Number: 2134-5-MOD) for an inspection main condenser scoop injection system, with technical specifications including ASTM B369/B369M standards, 3/6" x 3/8" IPS dimensions, tilting disc type design, flanged end-monel trim connection, and a unit weight of 1,627 pounds. This procurement is structured as a sole source acquisition justified by Flowserve Corporation's exclusive ownership of the proprietary design and intellectual property, along with the requirement for direct replacement compatibility with existing system components. The solicitation utilizes a firm fixed-price commercial supply contract structure, and prospective vendors must be registered in the System Award Management (SAM) database prior to submitting offers and throughout contract performance. The response deadline is September 26, 2024, with the solicitation posted on September 24, 2025.

This procurement does not utilize any set-aside designations and is structured as an open competition despite the sole source justification favoring Flowserve Corporation as the incumbent OEM. While no specific award value is disclosed in the available documentation, the contract covers the procurement of exactly one check valve unit to be delivered to Japan as the place of performance. The sole source justification indicates that Flowserve Corporation maintains exclusive manufacturing rights and technical specifications that effectively limit meaningful competition from alternative suppliers. The procurement timeline appears compressed with only a two-day response window, reflecting the specialized nature of this industrial valve requirement. All solicitation documents and potential amendments are accessible through the SAM.gov website, with the government emphasizing that prospective offerors bear responsibility for monitoring the site and downloading required materials independently.
