About this opportunity
Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting market research to identify manufacturers capable of producing floodlight luminaires equivalent to the EWO R3-GEN 5-AP10-L/R-FCO 600mA model, with responses due by October 6, 2026. This is a market survey only—not a request for proposals, quotes, or invitation to bid.
The luminaires are required for FY26 Project WWXT240800, Multi-Purpose Apron and Taxiway at Royal Australian Air Force Base Tindal, Australia. Prospective vendors must directly own production lines or manufacturing rights to a qualified equivalent; responses from third-party distributors, pass-through resellers, or supply brokers will not be considered responsive.
Products must demonstrate exact photometric performance matching other luminaires installed on the Air Movements Apron, or provide greater illumination using fewer luminaires while maintaining compatibility with existing floodlight systems. Luminaires must meet Department of Defence Handbook of Infrastructure Engineering—Aerodromes (HIE-A) requirements and ensure interchangeability and maintenance compatibility across the aerodrome's installed base. Weight, sail area, electrical supply arrangement, and photometric uniformity characteristics must be preserved or improved under alternative designs.
Interested manufacturers should submit detailed technical data for Government evaluation of product compatibility with existing systems. Responses are not offers and do not constitute a binding commitment by the Government under FAR 15.101(c)(2).
Notice text
Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting market research in accordance with FAR Part 10 to identify potential manufacturers capable of producing floodlight luminaires that have equal performance and listing/approval requirements as the EWO floodlight luminaire (Model: R3 - GEN 5 - AP10 – L/R - FCO 600mA) that is manufactured by EWO. Responses from third-party distributors, pass through resellers, or supply brokers who do not directly own the production line or manufacturing rights to a qualified equivalent product will not be considered responsive to this market survey.
FY26 Project WWXT240800 Multi-Purpose Apron and Taxiway, located on Royal Australian Air Force (RAAF) Base Tindal (TDL), Australia requires floodlight luminaires that demonstrate the following salient characteristics:
-
Floodlight luminaires must have compatibility of components with other floodlight luminaires installed on the Aerodrome to facilitate interchangeability and maintenance, namely luminaires installed on the Air Movements Apron, per the requirements of the Department of Defence policy Handbook of Infrastructure Engineering – Aerodromes (HIE-A)
-
Floodlight luminaires must exactly match the photometric performance of other luminaires installed on the Air Movements apron, or provide greater illumination using fewer luminaires to ensure the characteristics of weight, sail area, electrical supply arrangement, and photometric uniformity are maintained
This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify potential alternative floodlight luminaires that will satisfy agency requirements. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.101(c)(2), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures. Please submit complete information via email to Ms. Josie Damo-Agcaoili via electronic mail at josie.g.damo-agcaoili.civ@us.navy.mil no later than 06 October 2026 at 12:00 p.m. H.S.T.
