About this opportunity
The United States Department of Agriculture's Animal Plant Health Inspection Service Wildlife Services program is seeking to procure one FLIR (Forward Looking Infrared) unit for helicopter operations to support feral swine elimination and damage management activities across 12-15 states. This procurement will result in a one-time purchase order with delivery required FOB destination to Madison, Tennessee 37115. The solicitation documents will be made available on sam.gov on or about August 27, 2025, and interested parties are responsible for monitoring the site for the solicitation and any amendments. Questions regarding this opportunity should be directed to Amanda Barbosa, Contract Specialist, via email at Amanda.Barbosa@usda.gov. The due date for this pre-solicitation notice is September 2, 2025, providing a brief window for potential contractors to prepare their responses.
This opportunity is designated as a total small business set-aside under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,350 employees. The procurement falls under PSC category 5855 for Night Vision Equipment, Emitted And Reflected Radiation, indicating the specialized nature of the thermal imaging equipment required. Only one FLIR unit is being procured, making this a relatively small-scale acquisition focused on enhancing the agency's capability to locate and manage feral swine populations from aerial platforms. The contract structure as a one-time purchase order suggests this is a straightforward equipment acquisition rather than an ongoing service contract. No incumbent contractors or specific budget ranges were disclosed in this pre-solicitation notice.
