The 35th Contracting Squadron, Misawa Air Base, Japan issued a notice of intent to single-source three Flightcom 5-User Wireless Headset Systems to Flightcom Corp (a division of Sonetics Corporation) for the 14th Fighter Generation Squadron, with a response deadline of May 25, 2026.
The single-source justification rests on weapons safety compliance. Flightcom headsets are the only models approved by The Air Force Safety Center Weapons Safety Division (AFSEC/SEW) per a January 20, 2016 memo for use around conventional ordnance and HERO (Hazards of Electromagnetic Radiation to Ordnance) SAFE nuclear weapons containing electrically initiated devices. Use of unauthorized headsets near HERO SAFE weapons poses extreme risk of accidental electromagnetic triggering, potentially causing severe injury or death to military personnel and civilians. The Air Force contracting officer determined on May 8, 2026 that additional market research would not yield alternative sources meeting this critical safety requirement, supporting the determination under FAR 13.106-1(b)(1).
Each system includes five FL657CF wireless headsets, one FL505TCF ComHub with 7-foot tether cable, one CCLP5 charging case, one charger, and one accessory kit. Interested firms may challenge the single-source determination by submitting an interest letter within seven days of publication demonstrating equivalent capability and providing rationale for consideration. The Government will evaluate all proposals received by the deadline.

The 35th Contracting Squadron, Misawa Air Base, Japan intends to issue a single-source procurement action to Flightcom to provide 3 (three) 5-Uswer Wireless Headset Systems to the 14th Fighter Generation Squadron.

The proposed contract is for items for which the Government intends to solicit from only one source in accordance with (IAW) RFO 13.101(b) and RFO 6.103-1(d).
This is a notice of intent to award a single source procurement action and is not a request for competitive proposals. The USG have documentation on file demonstrating that only one vendor can supply the needed assets. However, the Government will consider all proposals received within 7 days after the date of publication of this notice.
Fightcom Corp, a division of Sonetics Corporation, manufactures headsets approved for use around conventional ordnance and and HERO SAFE nuclear weapons containing electrically initiated devices per attached memo from The Air Force Safety Center Weapons Safety Division (AFSEC/SEW) dated 20 January 2016. This memo states that the requested headsets are safe for use around HERO (Hazards of Electromagnetic Radiation to Ordinance) and SAFE nuclear weapons. Due to the determination by the Air Force Center Weapons Safety Division (AFSEC/SEW) the requirement for the use of FlightCom wireless headsets precludes the inclusion of any other products from other companies.
Firms who want to challenge the single source must submit an interest letter that demonstrates your firm’s ability to provide an equivalent supply/service as described above. Interested parties must provide a rationale as to why they should be considered.
