Use of unauthorized headsets in proximity to HERO SAFE weapons poses an extreme risk of accidental electromagnetic triggering that could cause severe injury or death to military personnel and civilians. The document states that additional market research would not yield alternative sources meeting this critical safety requirement. The contracting officer, 1st Lt. Kade N. Forrester, USAF, made the determination on May 8, 2026, that only a single source is reasonably available under FAR 13.106-1(b)(1). Future aviation communication system purchases will be evaluated on a case-by-case basis with market research conducted to identify any commercially available alternatives.

Section B: Description of the Supplies/Services Required

This single source justification is a new contract using firm-fixed pricing for the purchase of quantity three

(3) FlightCom Wireless 5-User Headset Systems needed to establish secure communication between an Integrated Combat Turn crew consisting of 2 Crew chief personnel, a 3 person weapon crew, and a pilot to improve capabilities of maintenance crews performing complete operational checkouts for crucial flight systems. These wireless headsets meet mission requirements by providing clear, continuous communication for the entire load crew, improving situational awareness and reducing risks like tripping over cables. The wireless design also eliminates the threat of electromagnetic interference with munitions.

This freedom from cords allows the crew to move without restriction, monitor the loading process in real-time, and make immediate adjustments. As a result, workflows are optimized, bottlenecks are cleared, and load times are significantly faster.

Section C: Justification for Soliciting from a Single Source or Brand Name

Fightcom Corp, a division of Sonetics Corporation, manufactures headsets approved for use around conventional ordnance and and HERO SAFE nuclear weapons containing electrically initiated devices per attached memo from The Air Force Safety Center Weapons Safety Division (AFSEC/SEW) dated 20 January 2016. This memo states that the requested headsets are safe for use around HERO (Hazards of Electromagnetic Radiation to Ordinance) and SAFE nuclear weapons. If unauthorized headsets are utilized in the presence of HERO SAFE weapons, they may be accidentally triggered by electromagnetic fields which will be extremely detrimental to military personnel and civilians in the surrounding areas.

Due to the determination by the Air Force Center Weapons Safety Division (AFSEC/SEW) the requirement for the use of FlightCom wireless headsets precludes the inclusion of any other products from other companies. Therefore additional market research would not yield additional sources of supply.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Aviation communication systems are being handled on a case-by-case basis according to customer requirements. Market research wil be conducted prior to future purchases to determine whether other commercially available sources are able to meet the need.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
