About this opportunity

The U.S. Coast Guard is conducting market research to identify qualified sources capable of providing comprehensive flight training support services for pilots, aircrew, and mechanics operating Gulfstream V (GV) and Gulfstream G550 (G550) aircraft. The training encompasses initial, recurrent, and maintenance training services including classroom instruction, simulator training, hands-on instruction, and remote learning options across approximately 40 distinct course offerings covering aircraft systems, avionics, emergency procedures, crew resource management, and specialized navigation techniques. Training must be conducted at contractor-provided facilities, preferably on the East Coast, and meet Federal Aviation Administration regulations while utilizing simulators, aircraft mockups, and interactive training technologies. The Coast Guard currently has an Indefinite Delivery, Indefinite Quantity (IDIQ) contract in place but is exploring competitive acquisition options due to operational changes requiring approximately 30% expansion in scope. Responses to this sources sought notice are due by October 15, 2025, and will be used solely for market research purposes to determine if sufficient competition exists to avoid sole source contract modification.

This procurement opportunity carries no set-aside designation and is open to all qualified contractors, including small businesses. The Coast Guard currently maintains an existing IDIQ contract for these services, indicating there is an incumbent contractor, though the specific contractor name is not disclosed in the notice. The contract structure includes a one-year base period with four one-year option periods, spanning from July 1, 2023, through June 30, 2028, though this timeline appears to reference the existing contract rather than the potential new procurement. The training program requires comprehensive coverage of multiple aircraft systems and operational scenarios, with the contractor responsible for providing all necessary training materials, equipment, and qualified instructors to meet the Coast Guard's specialized operational requirements. No specific contract values or budget ranges are provided in this market research notice.
