This procurement is a total small business set-aside under FAR Part 52.219-6 and will be awarded on a firm fixed-price basis to the lowest-priced quotation meeting all salient characteristics.
Place of performance is Patuxent River, Maryland, with alternate locations at St. Mary's County Airport (2W6) or NOLF Webster Field, Maryland. The contractor must be prequalified by the U.S. Naval Test Pilot School prior to proposal submission.
The contract period runs October 1, 2026 through June 30, 2029, comprising a base period (October–December 2026) and five six-month option periods. Services include not-to-exceed 20 demonstration flight hours across 13 sorties per period in a fixed-wing multi-seat aircraft, a one-hour aircraft systems briefing per student, a qualified Contractor Demonstration Pilot (CDP) as pilot-in-command, aircraft maintenance, and flying qualities instrumentation with removable digital media recording capability. The CDP must hold a current FAA Flight Instructor License, possess at least 500 total flight hours, have practical flight test experience, and complete formal flight test training.

USNTPS pays the flight hour rate per OPNAVINST 3710.7, which covers the CDP, airplane usage, maintenance, instrumentation, and post-flight data processing. Additional charges apply for documentation inspection labor, TDY travel expenses, and aircraft ferry/reposition costs. The contractor maintains all liability for aircraft damage, loss, and third-party liability.
