About this file
This is a Request for Quotation (RFQ) issued by the Naval Air Warfare Center Air Division for flight demonstration support services for the U.S. Naval Test Pilot School's Introduction to Airplane Flying Qualities Short Course. The RFQ is not a small business set-aside and quotations are due by October 4, 2026.
The contractor must provide not-to-exceed 20 demonstration flight hours across 13 sorties per period in a fixed-wing multi-seat aircraft to support student training at NAS Patuxent River, Maryland, with alternate locations at St. Mary's County Airport (2W6) or NOLF Webster Field, Maryland. The contract period runs from October 1, 2026 through June 30, 2029, comprising a base period (October–December 2026) and five six-month option periods. Required services include a thorough one-hour aircraft systems briefing for each student, a qualified Contractor Demonstration Pilot (CDP) serving as pilot-in-command, aircraft maintenance and support, flight gear, and a fully operational flying qualities instrumentation package with removable digital media recording capability for aircraft roll/pitch/yaw rates and normal acceleration (required parameters), plus airspeed, altitude, control forces/displacements, rudder pedal data, and propulsion system parameters (desired). The aircraft must meet applicable FAA standards, satisfy all maintenance requirements, operate in day VMC within controlled airspace with Mode 3C transponder and VHF communications, and ideally feature IMC capability, UHF communications, side-by-side seating, and additional observer seating. The CDP must be current in aircraft with at least 500 total flight hours, hold a current FAA Flight Instructor License with required medical qualifications and aircraft certifications, possess practical flight test experience, and complete formal flight test training. USNTPS will pay the flight hour rate for actual flight time as defined in OPNAVINST 3710.7, which includes all costs for the CDP, airplane usage, maintenance, instrumentation, and post-flight data processing. For operations at 2W6, the contractor covers fuel (wet rate); for KNHK or KNUI, USNTPS covers fuel (dry rate). Separate charges apply for documentation inspection labor (up to 4 hours per period), actual TDY travel expenses, and aircraft ferry/reposition costs (up to 5 hours per period). The contractor maintains all liability for aircraft damage or loss and third-party liability and must obtain required insurance certifications and landing permits prior to operations. Payment will be processed through the Wide Area Workflow (WAWF) system using Invoice 2in1 document type, with routing to DoDAAC N64142 (Pay Official) and N00421 (Issue By/Admin/Inspect/Service Approver/Service Acceptor). All standard FAR and DFARS clauses apply, including provisions for electronic payment, compliance with defense regulations, and representations regarding covered defense telecommunications equipment.
