About this opportunity

The Pentagon Force Protection Agency (PFPA), through the Washington Headquarters Service, is seeking to procure over 100 E-Z Pass transponders for its fleet vehicles to improve toll payment efficiency. The solicitation (HQ003425QE014) requires a contractor to manage a single toll account with an internet-based reporting and centralized billing system, providing transponder equipment, replacements, and full customer support. The contract will include tracking toll and violation charges, providing monthly reports, and monitoring transponder usage while adhering to strict security requirements that prohibit GPS tracking capabilities. Offerors must submit electronic quotes via the Procurement Integrated Enterprise Environment (PIEE) by April 17, 2025, at 11:00 AM, with proposals evaluated using a lowest-price, technically acceptable methodology. The evaluation will require submission of three volumes: Administration, Technical, and Pricing, with specific page limit requirements for each.

The solicitation is set aside specifically for Women-Owned Small Business (WOSB) concerns with a size standard of $18 million. The contract structure includes a base period from April 21, 2025, to April 20, 2026, with four potential one-year option periods that could extend the contract through April 20, 2030. Delivery of the transponders will be to the PFPA Warehouse located in Springfield, VA 22150. The contract will cover approximately 280 fleet vehicles operating in Maryland, Virginia, and nearby states, with an initial procurement of 100 transponders in the base year and potential additional 25 transponders per option year. Contractors must ensure personnel can obtain a Public Trust Clearance and maintain the confidentiality of government user data, with the contract structured as a firm-fixed price arrangement.
