The Department of the Interior Fish and Wildlife Service seeks delivery and tailgate spread of Florida Department of Transportation-approved road base, rip rap, and limerock materials to St. Marks National Wildlife Refuge in Florida, with proposals due August 28, 2026. This procurement is an SBA-certified Economically Disadvantaged Woman-Owned Small Business (EDWOSB) set-aside; only EDWOSB-certified firms may respond.

Place of performance is FL-FWS St. Marks National Wildlife Refuge, with three primary material delivery sites: Grade 6/Highway 98 stockpile, Thompson House stockpile, and Road 135. Road base material must originate from within approximately 100 miles of the delivery location to prevent invasive species contamination. Contractors must provide a minimum of 5–10 wheeled dump trucks per day (no dump trailers permitted) to deliver approximately 25 loads of material daily.

The period of performance runs from August 31, 2026, through September 30, 2026, with potential delivery date extensions in cases of hurricane or heavy rain. The contract covers three line items: FDOT-approved Aggregate Road Base with tailgate spread (NTE $229,739.76), Rip Rap/Surge rock in 5"–12" size (NTE $75,897.36), and #57 Limerock in 0.75"–1.5" size (NTE $38,140.20), with a combined total not-to-exceed amount of $343,777.32. Contractors must maintain liability insurance of $500,000 per person, $500,000 per occurrence, and $500,000 property damage. Award will be made to the responsible offeror with the lowest evaluated price meeting acceptable technical standards, without discussions or tradeoffs. Amendment 1, effective August 24, 2026, updated delivery maps and requires acknowledgment of receipt prior to proposal submission.

Road Base must originate from within approximately 100 miles of the delivery location to prevent invasive species contaminants.


Contractor will provide a minimum of 5 -10 wheeled dump trucks per day to deliver approximately 25 loads of material per day. More than 5 dump trucks is acceptable and encouraged. No Dump trailers (semi trucks with dump trailers).

Vendor is required to provide a statement that the vendor understands the standard for Florida Department of Transportation approved Road Base and the requirement to source the material from approximately 100 miles of the delivery site.

Fill out pricing sheet, the not to exceed price is provided, vendor will provide the amount of material that can be provided for that amount. Provide both the unit cost and total quantity.
